I'm willing to use CRF/CQ 30 on content where I don't really care how it looks very much. It's hard to give one-size-fits-all on these values because the results vary on the content, the perceptions of the user, the content size, etc. If you can see a quality problem you can retry lower etc. If you want smaller and can't see a quality problem you can try again with a higher value and repeat.
